Is your child afflicted with physical disability? If so, then your child requires special mode of transportation. In countries like the US, it is the schools responsibility, to help your child be transported to school. However in most countries no such law exists.

A related service is transportation, developmental, corrective, and other services. Under the law for the disabled, transportation of a child is considered a related service. A child suffering from disability is also entitled to get special education. In other words if a child with physical disability is in need of transportation in order to benefit from education, special education personnel are needed to give it.
